A drowning that occurred last summer has officially been ruled an accident.

Last June, 27-year-old Muhammad Naqash drowned at the Harry Bailey Aquatic Centre during a public swim. Friends said he was under water for several minutes before he was rescued.

A report issued by the provincial coroner said staff at the pool followed the proper rules and procedures, and called the drowning a tragedy.

Naqash was an immigrant from Pakistan and had only been in the country for a few months. The report highlighted the fact that the province's immigrant population is growing. In light of this, the report recommended the city enhance they're safety and swimming programs abailable to students new to the country.

The report also said that private organizations like the Red Cross should look for ways to improve their swimming and safety programs for foreign students and immigrants.

Right now, the city provides basic information about their leisure centre programs in 19 languages.
